It sounds crazy, but it has something to do with Earth-X the we saw die had the same symbol on his chest that Earth-X Supergirl did. The ex-mayor is somehow in league with people from Earth-X.

After all the bad shit he's done this whole show, you think there's maybe a slight chance.. that he'll probably do some more bad shit again? Hmm.. I don't know about this one. I'm gonna say that he's one of the good guys. 👍

IDK about Intergang considering they seem to be based all the way in Metropolis but he definitely seems to be involved in some shady money laundering scheme.
