I mean this was going to be explained within the next few episodes. I believe either next episode or the one after would of gave them this information

Jacques' only concern is his money, since Ironwood issued an embargo in the kingdom of Atlas, "it's costing Jacques more money every day" because he cannot sell his SDC goods. Jacques is working with Watts to win the election (council seat) & to get Ironwood off the council. If the people (and the other council members) see Ironwood as a threat, they will remove him from the council. This is Jacques goal, but Watts has his own motives... remember, he is a disgraced scientist from Atlas.
