They most definitely are, "The Ace Operatives, or Ace-Ops, are the most elite group of Huntsmen and Huntresses from Atlas Academy." (Source Cited:https://rwby.fandom.com/wiki/Ace_Operatives). I also just rewatched "World of Remnant: Atlas" because I wanted to be sure, but they never mention that enlisting in the military bars their pro-huntsman status. Also (SPOILER DO NOT GO AHEAD IF YOU HAVENT FINISHED THE VOLUME) In "V7:E12 - With Friends Like These" before the fight between team RWBY and the Ace-Ops. Harriet proves they're a huntsman team by her argument with Ruby; Harriet: “You think you can stop us? We’re the best Huntsmen in Atlas.” Ruby: “You were... then you trained us.”

2020-04-07 14:01:54 +0000 UTCThe Ace ops is a military unit, not an official huntsmen team. Covered in Atlas world of remnant. Upon graduation, students from Atlas can instead enlist in the military instead of becoming pro huntsmen.
