All of the world lines do exist, it's just explained confusingly. We are just only observing one.
A world line that contains the events that cause the "current" world line to split off from the previous one, by definition still exists. The whole basis of the time travel model in Steins Gate is that there are no paradoxes because all the world lines exist.

I think it's more because he doesn't actually know. He freaked out and then immediately made a huge mistake when it turned out to be nothing. Now he's uncertain what to think.
I mean, he SHOULD tell them, but one of Okabe's biggest flaws is that he tries to take on more burdens than he should and he has trouble truly opening up to people, so I can understand why he would make that decision here, even if it's the wrong one.

I still don't get why Okabe wouldn't tell someone about the text. He genuinely believes their lives are in danger, so how is not telling them the choice he makes? I can't empathize with being so scared that I can't tell my friends they're in danger.

Only one worldline exists at a time. No matter what form of time travel is done. The time leap machine makes a copy of the person's memories, compresses it then sends it back to the past into the person's phone. Once they answer the phone in the past, they are given the memories, effectively time leaping into the past. Once this happens, the future you came from no longer exists. Just like the previous worldline no longer exists with the D-mails.
