She's not young she's 28. Her sister looks fully mature and is the younger sister. However Tornado is not mature in any way. With great power comes.. immaturity? Saitama is kinda similar when you think about it.

If a show has a relationship of number of OVA's to number of seasons that is greater than 1 OVA for every season, then it indicates that the show was more popular than expected and less resource heavy episodes were produced until a second season could be ready. The other scenario is like Black Lagoon where a multi-episode OVA is made to cover a small amount of manga material that would not fit into an entire season. In general OVA's are used as promotional material for an upcoming season or as a bonus for the DVD/Blu-Ray release. One Punch's OVA' have some legit info in them, but, in my opinion they are several lacking in entertainment value compared to MANY other series OVA's.
