Amira Rocket is one of Rhea's travel companions; she is Silver and Lyra's daughter, living in Viridian City.
Amira has had her mother's Champion reputation and the Rocket label tacked on her forehead for her entire life. Without getting too far into it, I believe she'd choose a Fire-type Pokémon. She's had her mother and father around much of her life, but she's closer to her mom. Her mother's Starter was a Chikorita and her father's Starter was Cyndaquil.
Note - She can choose between any Fire-type Starter but Scorbunny, since that is taken by someone else.
Lucian, Amira's rival on the opposite male team, is the son of Diantha and Siebold of the Kalos region (he's a long way from home). He's closest to his dad since his mother is always busy, and has a need to prove his worth to his mother, the Grand Duchess of Kalos. He would likely choose the opposite pokemon type as Amira, which would be water.
Note - He can have any Water-type Starter but Froakie, since that is taken by someone else.

Things to keep in mind:
1: Pokemon can use all of their moves.
2: The selection process of the Oak Starter Award is a test itself with what you choose (think of the top-tier novice candidates being put on stage to see if they can live up to the expectations the world sees in them ... the Bronze League is basically a military draft that gives the League data on trainers).
3: Pokemon can use their environment and in many cases other team members as support. Even if one pokemon lacks certain moves, others can make up for it.
4: GigaVirus makes Pokemon a lot larger than normal Pokemon (Typhlosion could grow up to 10 feet tall once fully grown). Basically, the GigaVirus allows me to make Pokemon as big as I believe they should be and provides some interesting in-world lore. =P
5: All Pokemon can Mega/Syncro-Burst/Z-Move/Gigantamax so don't worry about any of that.
