Ezrael post murder of a team of Reapers [one of several] sent to "decommission" her leading to the eventual law regarding Ezrael specifically, stating that she is to not be hunted ever again. She's killed a lot of drakes.

they invented facial recognition scanning just for her lmao. prior to her going awol they didnt scan personnel on ships docking, now they do. she's got her dna on file and also her biotech in her body is easy to scan for as well. most drakes also dont walk around glowing under a scanner--but since she's loaded with mana she glows under scanners. most places in astaris have auto turrets and weapon systems which in the case of her would lock on to her ship and keep a constant scan on her ass. of course it's impossible to stop her if she REALLY wants to board a station or land on a planet since she has stealth tech armor but she generally doesn't land except to refuel and get paid. all things which require no interaction on her part between any other life forms. it would probably take around 8-10 augmented drakes to take her down. reaper packs are usually 2-4 so they offer her an irritation at best. because shes freakishly large AND freakishly strong AND freakishly angry it makes it really impossible to tranq her and take her down. she's got a mighty tolerance to tranquilizers and the govt refuses to murder her after several reapers were killed. they also know that if they need her "services" and she's not alive, it would be much worse for them as a whole. since Ez has no qualms about killing anything and anyone of any age from anywhere, she's pretty useful as an assassin since all she wants is her alcohol and money. she upholds her bans herself because she's aware how damaged and fractured her mind it. a lot of that is due to the chemically forced bond the collar was trying to initiate on her via Deimos. when she tore the collar off it effectively shattered a fake bond but the damage of the bond is just the same as a real bond being broken. so that's why she lost her marbles.
