There's typically an extensive amount of post-processing required. The scanner software gives you a mesh, which is very different from a cad model. Usually when designing parts you only need to pick up a few features such as bolt holes, so you'll align the mesh to a plane and then sketch out and constrain all of the relevant geometries. You're basically just skipping the hand-measuring part, but not really skipping any of the work cad-side
