You asked what's Roswal on. Well same principle as Echidna. If Subaru would have accepted her contract she said she would lead him to the best possible future. But that also means that sacrifices must be made. Meaning you must let others die in order to save the loved ones. That's why her response to Subaru saying he wants to save everyone is just pure greed. Roswal thinks the same. You can't always save everyone everytime. Sometimes sacrifices must be made that why he sent the assassins to the mansion. He wants to see Subaru make a choice not just standing there claiming he want to save everyone. In Roswal eyes that's just a naive way to do things. You can't save everyone. That's what Roswal wants to make Subaru learn.
