It was recorded by Bowie in 1977 in Berlin, long before the Berlin Wall fell, while he sought refuge from his life of (at the time cultish prior to his later mainstream?) fame in West Berlin, and was part of a collaboration over 3 albums with the famed 'ambient' electronic musician Brian Eno of Roxy Music and the brilliant and distinctive guitarist Robert Fripp of King Crimson fame. The important point is probably the lyrics' subject matter, since Bowie is often elliptical in his writing. I've heard different versions of how that meaning came about (sometimes from Bowie himself!), but I think it's safe to say that it imagines two young lovers separated by the Berlin Wall who live in fear of being shot by the East Berlin guards while trying to be together. I guess it's a bit of a modern reimagining of Romeo and Juliet, where political oppression divides them, rather than petty family rivalries. The eponymous Heroes (?!) are these two lovers in believing their love will overcome all.
