We wondered why Shadis would go that far to sabotage Eren's belt, but what you said makes so much sense. It's sad really how he was so focused on negatives, instead of being constructive.

If you remember it was while he was in command that people started losing faith in the scouts because each time they went out they lost more and more people. In the same scene where he brought the arm, it seemed like the scouts were devastated. While he was losing subordinates, Grisha was saving many lives and βstealingβ his crush, and Erwin was building a dream squad that wasnβt losing members. My interpretation was that Shadis was offended when Grisha told him that Eren wasnβt like Shadis, Eren was special. Shadis wanted to prove he wasnβt special and sabotaged his belt, yet Eren still had the drive to balance for a bit of time, making Shadis think that he wasnβt even important enough to properly fail Eren
