Yes! The classroom scene at the beginning of the movie shows their society teaches violence is the best solution to any problem. Anything solved with diplomacy would be a failure. They all cheer at the end because the Brain Bug is scared, instead of trying to communicate with it.

The society uses propaganda to make you feel like you are on the side of the characters, but on a second viewing you start to see that it is all a trick: the humans are always invading and colonizing the bug planets (the bugs are never invading human planets - they only ever defend their own worlds), and even the bug meteor that destroyed Buenos Aires may have been allowed to get through (or even sent by the government), in order to convince the people that the war was justified.
