I would argue that if he had killed Ray Pember on the bus, even with a shooter, it would have been more obvious it was him. Right as he's following Light, and right after they learn Kira can control actions prior to death, and before he officially reports that it can't be Light. This way, Light has the name he needs, and his name is cleared

2024-08-24 02:08:08 +0000 UTCAlso, while the Death Note can control peoples' actions leading up to their death, it cannot cause the death of someone whose name is not written. So he cannot write for an assassin to approach and kill another person unless he writes that targets name in the notebook.
