Deluxe Poll #3: Riffle?

I was gonna do it once this month but I thought it'd be better to add it as an option to the Deluxe Poll. Rules are simple, all applications are riffled and the winner is made for next month. It's a random selection really.
I am also moving a couple of recent applicants into the Deluxe category. You'll see most of them are NSHs because they often take twice or thrice the time of a normal card to be done, so I think they're fine in here.

I wonder if Including the runner up category that includes a lot of characters makes any individual character have a poor chance of ever winning.
