Windhelm Location added - And Voice Lines

A small update to the recently started Outdoor Event Pack, which adds Windhelm as a functioning location for Hangings.
In Addition to that, You Also get voice Files for The Guards Dialogues.
I adjusted some numbers, which should eliminate a potential bug where the scene gets stuck on arrival at the Gallows.
I´ve also made the Escape minigame easier and would highly appreciate some feedback on on this new difficulty level.
Installations
As much as I´m tempted to say "USE NEW SAVE" just out of principle, its not STRICTLY necessary this time, BUT... I still highly recommend it.
As an alternative, it is possible to wait 30 ingame days for the script properties to update. If that doesn't work and the scene wont start, use a new save.
The remaining locations will be added over the next 1-2 weeks (its relatively easy to do). And after that, you will finally get the Poll.
