There's a whole wonderful genre of lurid "Women in Prison" movies - my favorites are from the late Roger Corman like "Women in Cages" and "Big Doll House" which he used same Marcos era Philippines jail, brothels, torture chambers + local cheap labor to film on the dime. For this toon I'd imagine something like this but high tech - his later "Caged Heat 3000" - and the gag is "Why DO you make such a warped place full of hot ladies who did mosly minor crimes who then are tormented or fighting each other?" - answer; "It's FUN to watch and subscriptions through the hypernet pay this place's bills!"
