Functional with the More Buyable Venues Mod.
With the More Buyable Venues mod installed, change the lot type into "Rentable Venue", add the "Apartment Lot Trait".
You can visit as a guest or purchase and rent out the units. To rent them out use a basegame computer on your home residential lot, use the home pie menu category, littlemssam, and select the apartment to purchase.
Now visit the trailer park, add a computer, and confirm guest to spawn tenants. When they arrive, check them in via the computer. Assign them a bed and lock the doors for them only. That way they have assigned units.
Without the mod you can simply use the roommate system.
As a visitor or new tenant, you'll need to pay rent daily. You can also call the landlord if you need a maid, handyman, etc.
To install just copy all the bin files and place them in your Sims 4 "Tray Folder".
