Naruto is capable, but he just got saddled with really terrible teachers that didn't take advantage of his gifts. Kakashi was hyper focusing on Sasuke and Jiraiya barely taught him anything over the two year gap.

The man obviously cares for Naruto and has done it to the best of his abilities without revealing the fact he is the 4th Hokage's son (hence the first chapter and how Tama pointed it out). He's also trying to do right by what Minato wanted to achieve, but is currently under a lot of pressure, which we will be seeing very soon.

To apply context as to what Naruto actually did, he stripped them, lined each of the boys up with their wrists tied between their ankles, and shoved their heads into the underwear of the person in front of them (he didn't actually shove the heads up their butts, since that would kill them). Because their heads are stuffed into their underwear, the junk and asses of the person in front of them are rubbing against their head and faces.
