Not every three episodes is a complete arc. The show happens in mostly three-episodes arcs, but they aren't always back to back to back like 3/3/3/3. Episode 7 was like a bridge between the 2nd and 3rd arcs , so it's really more like 3/3/1/3/2. This is basically part 2 of 3 for this arc, and then the last two episodes are sort of like a two part finale.
