While never explicitly stated, I think the denizens that help passengers reflect the problems they face. Loyal Atticus and lost child OneOne w/ Tulip, whose parents have separated. Jessie & Lake struggling with their identity & Alan Dracula that can literally be anything.

But considering the train can project a version of itself into the real world anywhere and at any time, it probably isnβt a problem of technology to allow denizens to leave. I imagine thatβs why One-Oneβs programming is so hard-coded against allowing it.
