They're limited with how much they can actually show of a show so they have to make cuts in places so they can show more of the more important parts, not to mention actually putting in the music is a copyright magnet. Watch the Full Length if you want to sync up, they do have the entire episode including OP there.

I literally went through the trouble of getting the opening up and starting it up and it just skips multiple times through the reaction. -_-

Episode 13-15 felt like the story was struggling to balance so many moving parts and the use of stills with speedlines became very prominent in the action. Luckily I do think it gets better in the latter half though.
