Personally, I don't see the issue. Hody picked a fight with Luffy, so Luffy kicking his ass doesn't really have anything to do with human-fishman relations, and it's not like Jinbei can take on a whole army on his own. Also, I doubt the citizens would mind, after the terror Hody has just threatend to inflict on them. If anything, having a human befriend Shirahoshi and Jinbei and help out here should show them that the long wished for co-existence is in deed possible.
