I guess we'll never know if Baji was ALWAYS meant to die here. But Takemichi's actions still lead to his death and there is no way to change it now unfortunately. As you said, every little action (like finding the charm, talking to Baji on the bridge etc) can change the future. In end he saved Kazutora at least, and also Mikey in a way.
