2021-10-30 17:23:17 +0000 UTCJinbei was introduce way back in Arlong arc (ep 31 if you wanna rewatch). I remember you mistook Arlong as one of the warlords but it was actually Jinbei. So pretty much, back then, because of the influence of Jinbei, Arlong's crew was left alone by the government and that's why the whole incident with Nami happened as we saw it.
