Maybe. Of course it's just as likely that, just as the others didn't want to completely depend on Milim, so too did Rimuru not want the others to be completely dependent on him. Don't forget that Rimuru didn't originally want his current job as Chancellor or even the head of the goblin village. Even now,with him settling comfortably into the role gently thrust upon him,he has other things to do (like helping the kids or tracking down Demonlord Cromwell) that he can't be watching over the Jura Tempest Federation 24/7.If he one-shoted every threat that came along then they would be unprepared If something about as dangerous came along while he was away on one of his quests.They needed to learn to work together,to know that they can rely on one another in times of crisis, if they're going to be a true nation that's not going to fall apart should he not be able to be there for a while for whatever reason. Of course Rimuru likely has a ways to go before he's able to take something like Charybdis down as quickly as Milim had, but that's not to say that he wasn't able to able to take it down himself given some time and effort:there simply might have been other factors to consider.

Because Im sure those defenses are meant for human/humanoid threats theyre not expecting to get attacked by a dragon everyday. "There are no threats" Well we know Rimuru's Bestie is stronger than him so shed be a threat if they werent on the same side, as such there would have to be people or things stronger than or as strongs as her. Otherwise why bother?
