Those people were just getting kicked off the well, so not into anything special, just a long plummet to their death.... buuuttt yes those were titan lightning flash things you saw as they fell. Hence as you saw with Ymir the fall didnt kill em.
Also like you and the person above said, yes a titan reverts back to their human form when they eat a human BUT certain conditions that I wont mention have to be met... otherwise like you said thered be a shit load of human titans running around, just about everyone would be a human that could transform into a titan

That Ymir flashback was actually meant to be shown much later, that's how it was in the manga. But what's funny is that when they showed it here everyone was like "it makes sense!" And when the flash back is shown like 2 seasons away every is still like "it makes sense!" Lol, there's too much.

The Ymir Titan situation is difficult to explain without spoiling, but a pure Titan can only revert back to their human form when specific conditions are met, the fact that Marcel and the other Warriors were there when Ymir emerges from hibernation was a mad coincidence
