It is "mastered ultra instict" but there are soo many variants of ultra instoct now due to the manga. It is best to call it ultra instict and his incomplete form ultra instict sign. There is a special cool form called true ultra instict which goku uses his incomplete form to Be able to mix his emotions with it. "Complete" ultra instct you can't have a drop of emotion

As to how Goku mastered UI faster, ironically, I'd say it's largely because of that barrage of punches Jiren launched at Goku when Goku was basically pinned down. His past usage definitely helped him get used to it like when he fought Kefla, but I'd say the barrage of punches basically accelerated things.
