If he is the swapped baby that would mean he is the emperors son and the heir but considering the shady background around his birth I wouldnt be suprised if he was indeed castrated and put into a lower position so the whole swapping incident stays buried

I think the idea was that eunuchs would not get aroused around women. So they were safe to have around the king's/emperor's harem. In an earlier episode, Jinshi was reminded to take a mushroom tea to maintain his condition. I got the impression that was like chemical castration to keep his hormones/desires repressed.
