While it may be true that Viktor did this, I don't think he knew exactly what he was doing. Maybe I misunderstood, and you didn't mean Viktor had ill intent. I also think it's not exactly clear on whether they are enslaved, or have been made into something different entirely. Like an arcane entity of some kind, hence the alien-like figures we see in Jayce's mind. The figures could instead just be a visual representation of what Jayce knows and understands about the arcane magic within the people of the commune. We'll see I guess.

It's actually pretty clear in the show that Viktor only healed their bodies but enslaved their minds. They have no feelings or individuality anymore. They're not afraid of Warwick or Jayce.

To answer the question about Singes daughter, yes in the lore she gets a sickness and nearly dies because of it. Also, I don't think Jayce caused Vander to turn into the lava creature thing. Only because all the others collapsed and gave up their soul it looked like. HOWEVER, Singed was still in the tent when Cait knocked him out and you can see him standing up during that sequence. I think he injected him with whatever it was and that's why Vander's body reacted the way it did

I think people are going to be very quick to believe Jayce is being the bad guy here and ruining the fun. I believe though, that Jayce knows a lot more than the show is allowing us to know. If you go back and pause during the scene where he first reaches the commune that Viktor is in, there are a couple flashes of him seeing almost alien-like figures. I think we're being led to believe Jayce has become evil or corrupted somehow, but I actually think he's not. I could be wrong on this, but the reason we hear a line from Jayce saying "I won't fail..", is likely because he knows he needed to kill Viktor. The reason I bring up the alien-like figures is because I think it's possible that the people Viktor "cured" are not of their own mind anymore, and we as the audience have been convinced that they were cured. I don't think Viktor is actually the bad guy either though, I think Viktor probably thought he was doing good and at a surface level, that is true. It's possible though, that the "cure" is actually just him planting something inside of them that takes over (unbeknownst to him). The Arcane is somewhat established in League of Legends lore, known to be a great power that can do great good or great evil, but has dire consequences if used improperly. My guess is, Jayce has seen the events of what would happen if they continue using Hextech and wants to prevent a tragedy. It's also probably why our boy Heimerdinger was heavily against the use of Arcane in the first place.
