Pretty much this. But keep in mind that the assassination was ordered from Tyrosh, a city that Braavos is at war with. They wanted to take the North down a peg, along with its enemy, if possible.

2023-07-14 05:40:51 +0000 UTCBack in a previous epilogue chapter, the keyholders of the iron bank were wanting the Sealord to try and restrict trade to Westeros so that one king (Tommen or Jon) would pay the 2.5 million golden dragon debt from the iron Throne. It was decided that they had to write it all off as a loss and due nothing as they needed Northern wood for their fleet and were afraid of Jon’s magic and dragons. A couple keyholders didn’t like that apparently and wanted some revenge.
