It was clear that Athena was getting angry at them, which would explain her next actions... To her, small humans aren't worthy! They should be but in their place! They are fragile creatures, so they should do whatever they can to survive! (Like pleasing a giant goddess!) But if they can't even do that, then they must be punished!
