Honestly, tribal law is soooo complicated because it differs for all 500+ tribes in the US. Tribal police/cops/security can only enforce so much and may rely on the state or federal agencies depending on if the state has Public Law 83-280, or PL 280, which is a 1953 law that gave certain states criminal jurisdiction over Native Americans on reservations. The law also allowed state courts to handle civil litigation that had previously been under the jurisdiction of tribal or federal courts. PL 280's main effects were to: Limit the federal government's criminal jurisdiction over most reservations in the states of Alaska, California, Minnesota, Nebraska, Oregon, and Wisconsin. Expand the jurisdiction of these states. PL 280 did not give states the power to: Regulate tribes or lands held in trust by the United States. Impose state taxes. Affect federally guaranteed tribal hunting, trapping, and fishing rights. Affect basic tribal governmental functions such as enrollment and domestic relations. Jurisdictions can get really complicated too if a crime happens on the reservation by a non-native person.
