Paul and Shane's purpose for visiting Forrest Town was to capture the monstrous golem; giving Topfer the notoriety needed to help nominate himself as the new Southern Province warden. Instead that role is now guaranteed to go to Duke Danton.
Topfer adds insult to injury by saying he knows what happened to him and Shane since being terminated from their positions as personal guards and feels sorry for the new stooge brought into this desperate scheme.
That's when Paul informs his ex-boss a real leader wouldn't need gimmicks to catch the attention of The Capitol. Valor defends his boss as he and his boss depart for the festivals that evening.
