I think I've found a possible weak-spot to deal with this guard. I might be crazy, but I think aiming and hitting him dead-on that Eye might stun him enough to run, or possibly for a more bold agent to take him down. Although risky, one might have to wait for it to start flashing for this strategy to work properly.
While sadly Agent Pando was caught, I've recieved a tip from a friend from the Foreign Affairs office, apparently a cult called "The Dragonseed" has been moving people from all over the world to our country and although there's been several settlements around different states, the description and pictures I've provided have shown nothing. Could they have moved into the town after whatever hit this town was affected? It worries me, since I had presumed that a lot of our locals had no motives other than being stuck in a dream-like state roleplaying as they went living their lives.
I dread to think what someone would do with this power if they had a purpose...
