The idea of "known cheaters mode" reminds me of "low priority" in Dota 2 (a.k.a. low prio). Players who are reported enough times by other players for griefing, harassment, etc. are sent to low prio where they can only play with other extremely toxic players. Talk about taste of your own medicine.
