2024-05-23 14:23:23 +0000 UTCDo you mean Quest 23 shows in the upper right corner of the screen? Yes, that's normal, because it's the one that's been added last to your Quest Journal. All you have to do is go into the menu - quest - select quest 21 and click on it - and then "set active". It should now show Quest 21 instead of 23. The objective screen that appears is just a reminder to help guide you to your next objective for a certain quest, it doesn't mean that it's the only active quest of the game. Several quests can be active at the same time ; )
