Sea Prism stone was actually used back at Loguetown when they used the nets on buggy and Alvida. They said they use those nets to catch devil fruit users. But this is the first time the stuff is formally introduced. And smoker jutte only has the tip with the stone, so he can handle it just fine, but it would be dangerous if someone could use it on him, so they would be able to attack him.

But no she can sprout every part of her body, even THOSE. Just like how it was asked if luffy could stretch every part of his body including THAT.
