The “life guard thing” is probably what they keep their equipment in (breathing masks, gloves, etc.), since they don’t have hip packs. Normally they would also have guard tubes (floatation devices) so that they can safely get people above the water.

Pretty sure it's canon; Raine was raised very... reclusive b/c of the whole transforming thing. Swim lessons were something they decided she would have to live without. (Along with beach trips, going outdoors, having friends, any outside exposure in general, etc.)
