Um, I have no idea which scene you're even talking about. Either way, One Piece is a weekly anime, meaning that filler scenes are necessary. If you don't like filler scenes, there are plenty of seasonal anime that don't have a many filler scenes, though none of them come close to the writing genius that is Eichiro Oda. I would also recommend reading the manga. $2 a month on the Shonen Jump app and it is absolutely phenomenal and of course you don't have to deal with filler scenes
