2019-03-31 15:33:05 +0000 UTCMy first attempts with just the updater showed I had all updates but would not take the code so I went the previous route.

2019-03-29 09:39:43 +0000 UTCI ended up having to use the updater in a different folder and then moving my downloaded content into the new folder and then the key worked.

2019-03-29 09:37:44 +0000 UTCDid you install 1.16 release as per the 1.16 release post? It is important to use the newest version of the updater if you go that route instead of downloading the zip file. I have verified this key does work with 1.16 release. It will not work with older releases.
