This episode shows the culmination of the failure of this Super Hero Society: The Bystander Effect. Citizens relied on heroes to do most things and many didn’t try to help in any situation because “a hero will come and take care of it.” That’s how Tenko ended up homeless, people thought it wasn’t their problem so they didn’t do anything. In the second episode of this show, Deku ran to help Bakugo and was chastised for it, while no one else, including other heroes, stood by hoping someone else would come along to take care of it. What you said about to people shouting at Endeavor, Hawks, and Best Jeanist was absolutely right, those people didn’t do anything to help the situation, just complain to the people trying to help. Ochaco’s words and the man who talked after her pointed out that everyone needs to lend a hand for them to get out of this bad situation. BTW the man was in the first episode of the show, commenting on Deku’s note taking and asking if he wanted to be a hero.
