Probably. What that typically indicates is that she either doesn't like you enough and/or doesn't like the other girl enough to really participate. Build your stats with her or do more with the two girls together to raise those ranks and she will be more openminded. This might come up with her more than with other pairing since she starts with lower favorability towards them both. I might tweak a few things though.

Is the literal line you're getting "I really don't have anything to talk about at the moment.[Not in yet]"? If so, then you're probably dealing with her "minimal" chat menu, which is what comes up when you haven't unlocked her full one by catching her fooling around after class. Do that and the actual menu should unlock. I should update that minimal menu though to better reflect the current options.

So I tried making a new game in the new version, and still Emma's chatting is "Not in Yet". I even zipped the old version file again to try and prevent the game from accessing the old saves. On the subject of dates, the game CAN put you in Emma's room if, after a date, you take the option to join her for sleeping. Of course that also hits you with an exception almost immediately, so R I P.

It shows up for other girls but not her- is it possibly related to me using a save that wasn't created with this current update? Awesome update, Emma's sex scene was great. I can't seem to ask her to be my girlfriend though, the only options for her relationship status are about doing things in public and threesome options. Her date option might be bugged too since she doesn't appear to show up in the square after asking her. I ask her out in the evening in the classroom but she never shows up... took a shower a couple times then went back to square, still nothing. Then she gets annoyed the next day. No error message, but maybe I'm missing a trigger...

Even when starting by making out and than ending that activity like wise get kicked over to the University Square. Though did get a dialog of "Hmm, are you sure I couldn't come in? followed by "Now [MC], we're alone together, what would you like to do next?"

When going on a date with Emma and getting back to University Square the option to take her back to her room does correctly fall back to the MC room but when I selected "Could you come in for a bit" and her give a confirmation. When the game get the the option the screen is display University Square again with Emma not on the screen anymore. Selecting an activity does bring her back onto the screen when it zooms in on her.

Might not be worth doing but if going to the movies and a sexy event takes place would make sense if the description of the movie was broken up into two parts with the even taking place in between.

When going on a date and going to eat at least after picking both for the female and the MC, which liking that addition, the check that comes at the end seems to only be accounting for the MC option instead of both. So if picking Steak for the MC the check is $15. Will try later with a double date to see if that is also and issue but I'm guessing so.
