I subbed this thing WAY back in the day (right after I got back from Anime Con 1 in fact, bought the LD there. I liked Manabe's storytelling and sense of humor (Caravan Kid is pretty good fluff), and his eternal jokes about deadlines and editors. Between this OVA and Capricorn, Manabe's anime career never really took off (though his later Thunder Jet TV series ran over 40 episodes). I wouldn't die on too high a hill for Manabe's "serious" outlook, since most of his later output is (rather well-plotted) smut (Ring Mama et al). On the other hand he was in demand at every party at Anime Con 1. I think Outlanders falls on losing the blood and thunder adventure bits to push the nudity (in the manga, most of that load is carried by Batia and Geobaldi) as well as the overt gore being a bit off-putting (Collateral damage is a common feature of the manga, but not to the levels seen right from the start of the video). The Urusei Yatsura links are fairly obvious, but you left out the big elephant in the room. They hired Lum's voice actress to play Kahm (in Japan). I always explained it thus.. "Lum is a horned alien princess." "Kahm is a horny alien princess".
