You're right. Kiriya is much more sentient like Rei was due to being a full undamaged brain set as a Shepherd rather than a brain pattern copy.

Shin can’t detect Legion that are inactive; ‘Báleygr’ indicating Shin is a high priority target for them. Also showcasing Shin’s deteriorating mentality where it takes a friendly fire from Kurena to ‘interrupt’ his focus. And it’s not so much as Frederica ‘communicating’ with Kiri would do much. It’s not explained or shown, but the Legion have their own way of communicating with each other that humans can’t understand.
