Stage 1 of signage overhaul

There are still many to do but as promised I thought I'd go ahead and send you all the first bits of the signage overhaul. This part is updated exit number signs but with the removal of several city limit and leaving signs. New city limit signs will be coming with more detail than ever before. I hope to send another update next week.
