Blaming God for the agitators trying to lead the Galatians away from the truth of the gospel is not being true to the text. The agitators are choosing to not trust in the freedom Christ’s incarnation, death, resurrection, and ascension has given the gentiles. They are the “bad guys”. It would be disingenuous and cruel for Jesus to say, “trust in me and the new covenant”, but know all along that God wasn’t going to give all people a true opportunity to do so.
