I'm quite sure that Vice Captain's reasoning during the board meeting for why he wants Kafka was just embellishing bs that he knew people would like. He obviously had already decided he wanted to keep him close because he suspected him about the 9.8 appearance. Two points about the diner scene: 1. Kikoru is the daughter of the Director so her words carry more weight than just a bystander's speculation (in relation to what might happen if Kafka gave himself up to the scientists). 2. During the conversation, they NEVER say "...and that's a bad thing" or "... and it would be a waste because they wouldn't get anywhere". No, it's "You'll never be a defence officer". So, basically, they all decide that Kafka's personal dream is worth more than potential scientific advances.
