Koto is right. You're thinking about steel v bamboo in general, but this is a very specific situation. Every participant, if they wanted, could kill with just a bamboo blade. They are all masters. And to prove it, if they don't want to kill even with a steel blade, they can defeat in non-lethal way (which Koto does).
