I think penalties should be higher. There is a shrine near my in-laws house I visit every morning. I sit in a corner to enjoy the quiet and love the history, statues, sounds. I would hate if anything were to happen. I am always the only foreigner to be there. If vandalism were to occur, they may think it was me. I would never do that, it means a lot to me, since we do not have things like that in the US.
