To make a long story short we finally got the"blue screens"needed for fast track entry. (It turned out that the challenges in getting to the download option were overcome by using a desktop rather than a laptop computer - so maybe that will be helpful to anyone else who encounters similar issues trying to download vaccination certificates to the Visit Japan Web.)
